In order to vigorously develop wind power and photovoltaic energy, the state has vigorously introduced policies to help development. The National Energy Administration issued the “2022 Guidance on Energy Work” to thoroughly implement the carbon peak action plan, and put forward guiding suggestions: strengthen the planning and construction based on large-scale scenic base. At the same time, we will optimize the offshore wind power layout, carry out a far-reaching offshore wind power construction demonstration, steadily promote the construction of offshore wind power bases, and attach importance to and actively promote the construction of waterscape complementary bases.
On June 1, 2022, in the area of renewable energy, the “Fourteenth Five-Year Plan” for Renewable Energy Development clearly proposed that the construction of new energy bases on seven continents, including the upper reaches of the Yellow River and the Hexi Corridor, should be accelerated with the focus on desert, Gobi and desert areas; At the same time, we will carry out two major projects: first, we will focus on the construction of five offshore wind power base clusters, including Shandong Peninsula, Yangtze River Delta, and southern Fujian; 2、 We will focus on the deployment of nine major actions, including the urban rooftop photovoltaic action and the “photovoltaic+” comprehensive utilization action.
